The stock is exhibiting a saucer bottom formation from its low of
RM0.72 with a breakout at RM1.80 to an immediate target of RM1.92. RSI
remains neutral at 40 and MACD trending higher. The current weakness can
partly be attributable to its disappointing 2Q numbers but 3Q should see a
recovery in margins on the back of new jobs. It also remains the lead
contender for the sizeable North Malay Basin pipe coating job to help
significantly replenish its RM1bn order book. Additionally its newly acquired
26.9% in Petra Energy may reap rewards earlier than expected after it signed
a JV agreement with Coastal Energy for RSC from Petronas. Accumulate.

The
stock is currently trading at a fire sale price, or 0.4x Px/NTA. The last set
of numbers did not help with inventory write downs reflecting the continued
difficult market conditions for steel makers. However we feel that there
could be better days ahead for the company as it moves towards its aspired
path to being an integrated producer with its technical partner Shougang
Group when Phase 1 of its blast furnace is competed. They are also in on
going negotiations to secure a mining concession for iron ore for a stable
supply of raw materials. Long term buy. Target RM0.60
